Policy on Minimum Playing Time
Adopted by District IX, February 6, 2010

All District IX teams, regardless of Division of play, participating in inter-league competitions (league play, cups,
tournaments, etc), shall ensure that each player be allowed to play approximately fifty (50%) percent of each game.

Players who meet any of the following requirements, may be excepted from the policy at the discretion of the coach.

1.  Unexcused absences from practices or games.
2.  Unexcused tardiness or leaving early.
3.  Poor sportsmanship or conduct.
4.  Poor attitude on and off the field impacting the development of the team
5.  Violations of published team/club/league/district policies

 

 

Anderson & Palo Cedro Inter-League Game Rules

U10 Rules and Regulations - Fall 2010

1.   8v8 - 8 play at a time, maximum, 5 minimum.
2.   Player passes will be used to check in players. Coach MUST have player passes available for game to proceed.
      COACHES MUST BE ON ROSTER TO BE ON COACHING SIDELINE.

3.   Size 4 ball is to be used.
4.   Two 25 minute halves with 5 minute half time.
5.   Substitutions - At half-time, and legal substituting times (throw-ins, goal kicks, kickoffs), or after an injury
6.   A goalkeeper will be needed, MUST wear different colored jersey than other players. • One hand on the ball within
      the goal area is considered possession. Goalkeeper safety is of vital importance.
7.  Scores will now be kept in order to track teams for District Cup. Corner kicks and goal kicks will be used.
8.   Kicks will be Direct and Indirect WHEN A FOUL OCCURS. A penalty kick will result when a major foul has been
      committed in the penalty area. The penalty kick will take place from the 10 yard mark. The major fouls are: kicking
      an opponent, tripping an opponent, jumping at an opponent, charging at an opponent, striking an opponent, pushing
      an opponent, tackling an opponent, holding an opponent, spitting on an opponent, and deliberately handling the ball.
9.   Change of kick-off and goals (teams) at half-time.
10. OFFSIDES WILL BE CALLED. The season will start loosely (blatant offside - 5 yards), and tighten up weekly.
      By OCTOBER 2, offside will be called according to FIFA rules.
11. Throw-ins – Player gets two 92) chances (same player), with referee explanation until OCTOBER 2, at which time
      player gets one (1) chance at a throw-in. If a mistake is made during throw-in, the ball goes to the opposing team
      according to FIFA rules.
12. Shinguard's MUST be worn fully UNDER socks.
13. No slide tackling. Extremely rough play (e.g. kicking, tripping, pushing, striking, or spitting at an opponent,
      constant slide tackling) will warrant a temporary 5-minute send off of the player to return after an opportunity to
      slow the aggression down. Such player can return during substitutions and must have Center Referee approval to return.

**NO JEWELRY AT ALL, NOT EVEN TAPED JEWELRY**

RULES OF PLAY

RAINOUTS. All games played on Saturdays will be declared canceled by 7:00 am IF NECESSARY.
   Make-ups will be rescheduled, if possible.
• Teams are expected to be on the field of play within thirty (30) minutes of game time.
• A coach is required to play a player one-half (1/2) a game with the exception of disciplinary reasons.
• All other spectators and those without the proper player & coach’s pass must use the designated side of the field,
   or the opposite side of the field of the Teams.
• In all LEAGUE games, both teams' bench areas will be on the same side of the field. Each coach or manager shall confine
   all coaches and reserve players to an area of not more than ten (10) yards on their side of the half line. Spectator areas
   shall be established on the opposite side of the field. Only players' and coaches' with CYSA passes shall be allowed on the
   teams' side of the field.
• A properly credentialed Coaches Pass, Assistant Coaches Pass or a Team Administrator's Pass must accompany at least
   one team official at each LEAGUE game in order for the team to be eligible to play. All coaches must meet the District IX
   Coaches Licensing Policy.
• Coaches and Managers are responsible for the discipline and behavior of their players and spectators.
• If in the referee’s opinion the game must be stopped due to an injured player, that injured player may continue play and
   not leave the field of play at the referee’s discretion. If the player is required to leave the field of play, the team can either
   sub for the injured player or play down. The injured player may return to the field after play has restarted during a
   legal substitution.

FAIR PLAY

No Running Up The Score. Teams and coaches are strongly encouraged not to run up the score in any game. If one team
   is stronger than the other, the LEAGUE encourages the coach of the stronger team to take steps like substituting for
   stronger players, playing weaker players in forward positions, etc. to even the competition.
If a team gets a eight (8) point advantage, it must reduce the number of players on the field by one.
◦ For each additional goal by the leading team (increase in the lead), the leading team shall decrease the number of players
  on the field by one.
◦ At no time will either team have more than the maximum (8 players), or less than the minimum (5 players)
   players on the field.
• No spectators are allowed at goal ends of the soccer playing field.

REFEREE ABUSE

• The coach of a LEAGUE registered team is responsible for the actions of his/her team's spectators. The coach shall take
   all possible precautions to prevent such persons from threatening, harassing, or abusing referees, game officials, players
   or other spectators before, during or after matches. The coach is responsible for identifying any spectators who do threaten,
   harass or abuse referees, game officials, players or other spectators.
• Any player, coach, parent, or other adult (spectator either associated or not with a specific team) guilty of referee abuse
   shall be suspended from all AYSL and PCYSO activities for a minimum of 2 scheduled matches within the rules of that
   competition.
• The LEAGUE must address a Referee Abuse allegation within ten (10) days from the date of verification of an incident.
 

Canceling Games

If games are canceled due to weather, or you are unsure if scheduled games will be played due to weather conditions,
check the league website after 7:00 am on game day.

To properly cancel a U6, U8 or U10 game, please call the Referee Coordinator, Craig Sannebeck @ 378-5083
or 339-1809
, otherwise you may be held liable for reimbursing AYSL for referee costs.

Also, contact the League Scheduler, Angie Sannebeck @ 378-5083 to have the game rescheduled if possible.
 

Policy for Medical Release Forms and Player Passes

1. You MUST have with you at ALL PRACTICES AND GAMES, the MEDICAL RELEASE forms in case of any medical
    emergency, medical releases need to be signed by parents or guardians.

2. You MUST have Goldenrods (rosters) for U10, U12, U14, U16 and U19 age divisions AND Player Passes for U10 and
     above with you at ALL games. Player Passes & Coaches Passes must have photo. If you do not have the rosters
     and passes your team will forfeit the game and you may be held liable for Referee costs.
