Announcing the CYSA "Presidents Cup"
(April 22, 2010) - California Youth Soccer Association is pleased to announce the creation of their new cup competition program
that will offer teams one more option to compete for a State Championship and that will lead teams to Regional and National
Competition. CYSA Presidents Cup will join the existing cadre of cup competitions offered by CYSA to ensure there is a state
championship program in place to best serve each level of the full array of CYSA teams. Presidents Cup will offer competition
in the U10 through U17 age groups with U13 through U17 age groups having the opportunity to advance to Regional Presidents
Cup Competition and U14 through U17 teams moving on to National Presidents Cup.
Joining CYSA State Cup, CYSA Association Cup and CYSA Founders’ Cup, the new CYSA Presidents Cup establishes a
championship program that will provide better opportunities for the second tier or “silver” level Division 1 teams and the
high-level Division 3 teams or “bronze” teams to participate in a US Youth Soccer Regional Qualifier event. It is a perfect fit for
those teams that find themselves slightly over-matched in State Cup competition and for the Division 3 teams that are looking for
a level of competition that is a step above what Association Cup offers.
Much like CYSA’s State Cup is the designated qualifying event for the US Youth Soccer National Championship Series, CYSA
Presidents Cup competition will be used to determine which teams will advance to the Region IV Presidents Cup Championship.
The Region IV Presidents Cup competition takes place in June will involve teams from the 14 Far West Regional states and will
determine which teams will move on to compete in July at the National Presidents Cup event.
CYSA Presidents Cup will launch in the 2010-2011 season and run consecutively with CYSA State Cup. CYSA is excited and
proud to offer this new level of competition as we continue to expand the opportunities that best suit the needs and demands
of our soccer membership as we move forward. Watch for more detailed information to be published in the coming months.

CYSA Board of Directors Approves Changes for Tournaments
(May 7th, 2009) - Effective May 4th, 2009 - Teams applying to CYSA sanctioned tournaments will submit their application and
fees directly to the tournament. Applications will no longer be submitted to the District Tournament Coordinator for processing.
A team may apply to only one tournament per weekend whether it is a CYSA, Out of State or International Tournament.
A team may apply to another tournament on the same weekend only after being rejected from the tournament to which they
originally applied or after withdrawing from the tournament to which they originally applied. TEAMS FOUND TO HAVE VIOLATED
THIS POLICY WILL FACE SEVERE PENALTIES.
Teams withdrawing from a tournament should be aware that a tournament may include in its rules a provision that allows the
tournament to keep the entry fees for any team that applies. Please check with the tournament regarding their refund policies.
In addition to the possibility of forfeiting their entry fees, teams withdrawing from a tournament less than 14 days before the
start of the tournament may be fined $300 by the tournament for a late withdrawal.

CYSA State Cups - Which one is right for you
Early Bird Cup Application Deadline Approaching
The deadline for the Early Bird application fees for CYSA State Cup, CYSA Presidents Cup and CYSA Association Cup is rapidly
approaching. Teams wishing to take advantage of the savings must submit their complete application by the deadline. A complete
application includes the following items:
- entry form (online or hard copy)
- entry fees (credit card online or check/money order)
- roster (scanned/emailed or hard copy mailed/delivered)
To qualify for the Early Bird fee, all three components of the application must be completed in the online application system
and/or received in the CYSA Office at 1040 Serpentine Lane #201, Pleasanton CA by 5PM on October 15th. Rosters being
submitted by email should be directed to kkillion@cysanorth.org
Cup applicants who miss the Early Bird deadline have until 5 PM on November 1st to apply at the non-discounted rate.
Which CYSA Cup is Right for My Team?
With the introduction this season of a fourth Cup into the line up of CYSA Cups members must determine which of the four
Cups best suits the needs of their team.
CYSA State Cup is a competition geared toward the highest level competitive team. Teams that
compete in the Premier or Gold Divisions of CCSL or teams successfully competing at comparable
level of play should consider applying for CYSA State Cup. Teams from a league or club that offer
multiple Division 1 teams in an age group should consider entering State Cup if they are the top-level
Division 1 team from their club or league. State Cup is a qualifier for the US Youth Soccer National
Championship series. State Cup champions will go on to represent CYSA in the US Youth Soccer
Region IV Championships. Winners of the U-14 through U-19 age groups at the Regional
Championships advance to the US Youth Soccer National Championships, which is widely
considered to be the nation's premier youth soccer event.

CYSA Presidents Cup is the highest level of competition offered in the small-sided format.
U10 and U11 Division 1 teams and very strong Division 3 teams should apply for Presidents
Cup. In the U13 through U17 age groups CYSA Presidents Cup is also a qualifier for
Presidents Cup Regional competition. Cup Champions and some Runner-Up teams
in the U14 through U17 age groups will advance from Regionals to US Youth Soccer
Presidents Cup Nationals.CYSA Presidents Cup was created to serve the top-tier
Division 3 teams as well as second-tier Division 1 teams. Division 3 teams that have
demonstrated a high-level of success in the advancement rounds of Association Cup
in previous seasons or that compete successfully in the Silver Division of CCSL and/or
other CYSA Division 3 competitions should consider entering Presidents Cup. If a
Division 1 team is the second-tier team from their club or league they may want to
consider applying for Presidents Cup. Additionally, U15 and U17 Division 3 teams
may elect to enter Presidents Cup as Association Cup does not offer U15 and U17 age groupings. Division 1 teams
that qualified for the previous season's State Cup quarterfinals are not eligible to enter CYSA Presidents Cup and must
select State Cup as their option.
CYSA Association Cup was established to offer a mid-level competition for CYSA's Division 3
developmental teams. Teams that compete in the Bronze Division of CCSL or teams that
have experienced moderate success in the Silver Division of CCSL or in other CYSA
Division 3 competitions should consider applying for Association Cup. Association Cup
culminates with the championship weekend. High level U13 through U17 Division 3 teams
seeking a competition that offers the possibility of advancement to Regional competition should
explore the option of playing in Presidents Cup.
CYSA Founders' Cup competition is exclusively for Division 4 teams that play in
recreational leagues. Founders' Cup is a fabulous opportunity for the recreational teams
to enter and compete in an elimination-style event. Every Division 4 team in the U10
through U19 age group is encouraged to enter CYSA Founders' Cup. Teams
should check with their League Registrars to ensure their credentials are reviewed
and authorized for Cup play.
CYSA Player Passes
Now that the season is underway we have been made aware of some issues having to
do with the improper use of member passes at CYSA games. It is important for everyone
involved in CYSA games (league officials, team officials, players, tournament officials and
referees) to be mindful of the following:
- Before the start of the game every member of a CYSA team (including the team officials) must
present a valid CYSA/ US Youth Soccer member pass to the referee.
- Credentials issued by other organizations cannot replace CYSA issued member passes nor can
they be used as a substitute for CYSA issued member passes.
- CYSA coaches/team officials are responsible for presenting their team's CYSA issued member
passes to the referee for every team member, including a member pass for every player and
registered team official participating in the game.
- There must be at least one adult team official (age 18 or older) who is properly credentialed by
CYSA and in attendance at each CYSA team function, including games, practices, etc.
- A CYSA player who does not present a US Youth Soccer member pass to the referee prior to
entering a game may not participate in that game. If it is determined that a player participated in a game without a valid US Youth Soccer member pass, the team will forfeit the game and may
face additional disciplinary actions.
- Referees are responsible for ensuring that teams use the proper member passes in
CYSA games and for knowing and enforcing the rules established by the competition authority
for the game in which they are officiating (i.e. playing league rules, tournament rules, cup rules, etc.)
- Teams playing in CYSA games must use CYSA issued member passes and ONLY CYSA
issued member passes with the following exceptions:
- When playing in CYSA sanctioned tournaments approved for Out of State Status
(open only to CYSA and US Youth Soccer teams) each team must present the member
passes issued and authorized by their US Youth Soccer State Association.
- At CYSA sanctioned tournaments approved for Unrestricted Status (open to CYSA,
US Youth Soccer, and any designated USSF affiliated organizations i.e. US Club, AYSO
and/or International teams) each team must present the member passes issued by
and authorized by their US Youth Soccer State Association, their Affiliated Organization, or
by their international FIFA Organization.
- The tournament director is responsible for ensuring that every team participating in the tournament
has proper credentials issued by the team's State Association or Affiliated Organization and for
informing the referees of the teams' affiliation so that the referee knows which credentials the teams
must present prior to the game.
